Brazilian MAPA defines criteria for prioritizing agrochemical registration processes

MAPA (Ministry of Agriculture, Livestock and Supply) defined the criteria for prioritizing the registration of agrochemicals and related issues, at the end of May 2022.

Ordinance No. 58, published in the Federal Official Gazette, establishes factors and steps to be followed so that there is transparency in the processes.

The selection protocol will be divided into stages: First, the list of priority pests for agriculture will be determined, according to the Department of Plant Health and Agricultural Inputs (DSV).

The second step will be identifying product registration processes that aim to control these prioritized pests.

The third step will be the application of the criteria defined for the ranking of the processes already submitted, and, finally, the fourth step will be the disclosure of the list of processes that will be prioritized.

“Among the priority pests, the Department of Plant Health and Agricultural Inputs will select up to twenty pests for prioritizing the registration processes of related pesticides”, establishes Ordinance nº 58.

Based on this list, the General Coordination of Agrochemicals and Related Products (CGAA) will publicize the list of pests through a ranked list in order of importance.

“Annually, the Department of Plant Health and Agricultural Inputs will evaluate the need to update the list of priority pests”, which determines the decision of the Brazilian government.

According to the authorities, the product registrant, whose pesticide and related registration processes have already been filed when the pest list is released, may apply for up to twenty processes for selection.

With this, MAPA expects to forward to Anvisa (National Health Surveillance Agency) and Ibama (Brazilian Institute for the Environment and Renewable Natural Resources) about 40 processes to be analyzed during one year, allowing them to offer options for pest control considered a priority by the Ministry.

The ordinance meets the recommendations of the Federal Audit Court for the Ministry to adopt “objective and transparent criteria for prioritizing the analysis of registration processes”.

For the general coordinator of Agrochemicals and Related Products at Mapa, André Peralta, the regulations should favor the development of various products to solve problems related to pests in Brazil.

“The criteria, in addition to aiming at innovation in the control of important pests, seek to promote competitiveness, manufacture and national formulation of pesticides that target these pests”, he highlights.

An interesting detail of the new legislation is that the product with the same active ingredient alone or with the same mixture of actives will not be chosen for the same priority pest. Also, products already listed will not be included more than once, regardless of whether they contain recommendations for other priority pests.

In the event of a tie, the tie-breaking criteria will be adopted in the following order:

I - longer submission time;
II - higher score of controlled priority target pests (PA);
III - highest innovation score (PI);
IV - highest national manufacturing score (PFN);
V - highest competitiveness score (PC);
VI - highest score of target pests recommended in the package insert;
VII - company product with the lowest number of prioritized products in the list.
